The survey was conducted in 2004 (the year in which the minister first identified the 'performance paradox').
Our findings in relation to proposition 1, using external measures, suggest that the existence of the 'performance paradox' previously noted by policy makers on the basis of aggregate national data also applies when the data is broken down into individual local authorities.
Although our analysis sought to measure statistical associations rather than causal relationships, it seems that the 'performance paradox' which has been reported in English local government almost certainly reflects the nature of the indicators currently used by the UK government rather than proving the absence of a relationship between the two phenomena.
